University Council

Liverpool Hope is a company limited by guarantee. The Company was established on 29th November 1996 and operates under a Memorandum & Articles of Association and Articles of Government (Constitution) approved by Privy Council.

The Constitution lays down the powers and responsibilities of a number of bodies and individuals.
University Council is given wide ranging powers. The Instrument of Government states that "the business and affairs of the Company shall be conducted by the Council" (para 36) and the Articles of Government set out the power and the responsibilities of the Council, including inter alia "determination of the educational character, mission and policy of the University" (para 1a), "ensuring the solvency of the University" (para 1b), "the appointment, assignment......of the Rector and other senior posts" (para 1g), "to approve plans for the academic work of the University" (para 2a), "to determine the tuition fees and other fees payable to the University" (para 2f).

The Council can delegate any of its powers except the determination of the educational character and mission, ensuring the solvency of the University, the approval of the annual estimates of income and expenditure, the appointment or dismissal of the Vice-Chancellor & Rector and the varying or revoking of the Articles of Government.
