Car Parking for Staff and Students

Please note: Car Parking Permits for 2012/13 will be distributed to staff and students who have applied for them from Friday 7th September.

 

Annual Permit Charges for Academic Year 2012-2013

Residential Students

The University actively discourages residential students from bringing cars onto the campus, since this reduces the spaces available for those with genuine reasons to commute to the campus.

Criteria for being allocated a Residential parking permit: 

  • a Blue Badge holder
  • a car is required for placements as part of an academic course. The application form must be authorised by the Dean of Students.

Please note: a part-time job does not classify as a criteria for receiving a Residential Parking Permit.

 

Blue Badge Holders

The University provides a number of disabled parking spaces close to the main University buildings. Particular attention will be paid to controlling these spaces and vehicles using these spaces must clearly display their registered Blue Badge and a valid University Parking Permit.

 

Temporary Mobility Parking

Any person who has a temporary need to access a disabled parking bay, but does not qualify for a Blue Badge, shall provide written medical evidence to the Dean of Students, for students and the University Secretary, for staff and others.  The Dean of Students/University Secretary will decide whether or not to grant a Temporary Mobility Parking Permit.  Their decision shall be final.

 

Temporary Overnight Parking

Staff and Students on Field Trips, Global Hope visits and other overnight excursions organised by the University, may apply for a Temporary Overnight Parking Permit. Application forms are to be authorised by the Dean (Field Trips and overnight excursions) or Dean of Students (Global Hope visits).

 

Payment Methods for an Annual Parking Permit

Staff

Deductions from Salary of 12 equal monthly payments

Day Student

Full payment of £60 to be paid at the Cashiers Office in the Gateway Building and can be made by cash, cheque or credit/debit card, such as Delta, Maestro, Solo, Visa and Visa MasterCard

Residential Student

Full payment of £200 can be paid at the Cashiers Office in the Gateway Building and can be made by cash, cheque or credit/debit card.

 Or

Initial payment of £50 followed by three monthly payments of £50 which can be paid by Direct Debit, Credit/Debit card or Cheque.

Alternatively, forms can be collected from the service desk in the Gateway Building. 

 

Distribution of Car Parking Permits 

Staff

Complete the application form and deliver it to the Estates Office or the collection box located at the Service Desk in the Gateway Building. The Car Park Administrator will be responsible for processing all staff car parking permits and will email you when your permit is ready for collection.

Students

Student car parking permits will be available from 1st September and distributed from the Cashier’s Office in the Gateway Building.

 

Parking Enforcement

Please note that the method of parking enforcement is changing from September 2012. The revised car parking signage will display the new arrangements for enforcement.

University Car Parks will be regularly monitored to ensure an orderly scheme of parking is enforced.  Failure to abide by the University's car parking regulations may result in the issuing of a legally enforceable Parking Charge Notice (PCN) and/or the irrevocably withdrawal of a car parking permit. 

  • All PCN’s are issued by the University’s Security Staff and the associated charge is collected by an external Parking Enforcement Agency - Parking Ticketing Ltd.
  • If the PCN is not paid within 14 days, the cost will increase.
  • The PCN will be sent to the registered keeper of the vehicle whose details will be obtained from the DVLA by Parking Ticketing Ltd.

A PCN will be issued to the owner of the vehicle that:   

  • fails to display the eligible permit or parking ticket
  • is parked on yellow lines/pavements/grass and areas marked "emergency services".
  • is parked in a disabled parking bay without displaying a valid blue badge or University disabled permit.
  • is blocking the entry or exit of fellow car drivers.

The PCN is £100.00 payable within 28 days however if it is paid within 14 days, then it is reduced to £60.  If it is not paid within 28 days the PCN will increase to £150.00. Should payment not be received, Parking Ticketing Ltd may pursue through County Courts where additional charges may be added; as agreed by the Court.

Appeals Procedure

In the event of a dispute over the issue of a Parking Charge Notice, the driver has a right of appeal via Parking Ticketing Ltd; full details can be found on the PCN.

 

Replacement Permits

Lost or damaged permits can be replaced at a cost of £5 and obtained from the Cashier’s Office in the Gateway Building.

 

Changes to Vehicle Registration

Print new registration number on to existing permit and email new vehicle details to parking@hope.ac.uk. There is no need to purchase another parking permit. 

Please Note

  • Permits do not guarantee a parking space on campus
  • The University actively discourages parking off campus - please consider the local residents
  • Regardless of which stage of the academic year the application is made, the charge is the same as for a full year
  • Cars are parked at owner's risk and the University cannot accept liability for loss or damage
  • Permits are not transferable and must be clearly displayed
  • Permit holders agree to abide by the University’s Car Parking Regulations as detailed in the Car Parking Policy.
