I am Professor of Criminal Justice and Head of the Department of Social Science at Liverpool Hope.  Previously (1995-2012), I was Professor of Criminal Justice in the School of Law at Liverpool John Moores University; and prior to that (1979-1995) I was a member of the Home Office Research and Planning Unit, latterly as Principal Research Officer leading a team carrying out research and policy-advice on community penalties.  I have been a member of the Merseyside Probation Board (2001-2007), and a member of the Liverpool Crime and Disorder Reduction Partnership (1999-2006).

I have a MA (Hons.) from the University of Glasgow (1973); a MSc from the University of Strathclyde (1975); and a PhD from The London School of Economics (1987).  My research interests lie in the areas of community penalties, criminal justice policy, the electronic monitoring of offenders; drug interventions in the criminal justice and I currently teach on topics around these areas.

I have around 100 publications, the most recent being Redemption, Rehabilitation and Risk Management: a history of probation (2012), The Penal System: an introduction (5th edition, 2013), and Key Readings in Probation (2014).  I have been invited to speak at conferences in a number of countries including Sweden, South Korea, Germany, Canada, USA, Thailand and Portugal; and I regularly present papers at national and international conferences.  I co-founded and co-edited Criminology and Criminal Justice a well-established journal which is now the official journal of the British Society of Criminology.  I am also on the editorial boards of several journals – the Probation Journal, the European Journal of Probation and the Liverpool Law Review.
